Republican Erik Olsen defeated his primary opponent Tuesday night in Wisconsin’s 2nd Congressional District, setting up a battle to unseat Democrat Rep. Mark Pocan in the deep-blue district.

The 2nd District spans the capital city of Madison – the most politically liberal city in the state – and Dane County.

Madison attorney Erik Olsen defeated Charity Barry, a ground crew supervisor, in a primary that was a rematch of the pair’s race in 2022. Olsen beat Barry in that first race by just 63 votes, according to a report in Wisconsin Public Radio.

Olsen will challenge Rep. Pocan for the seat he’s held since 2013.

‘It’s been a very quiet contest in a district that is not likely to elect a Republican anytime soon,’ University of Wisconsin-Madison political science professor Barry Burden told Wisconsin Public Radio. ‘But this is at least an opportunity for the party to pick a favorite and try to make a stab at winning a difficult seat.’

The Court of Arbitration for Sport injected late drama into the gymnastics competition at the 2024 Paris Olympics on Saturday, issuing a ruling that could cost Jordan Chiles a bronze medal.

And there have been so many twists and developments in the time since that it might be getting difficult to keep up.

With the latest update in the case that CAS will not reconsider its original decision, let’s take a minute to break down how we got here, where we stand and what might happen next − particularly with regards to Chiles’ bronze in floor exercise.

How did this Jordan Chiles case come about?

One of the confusing aspects of this case is that it is essentially an appeal of an appeal.

2024 Paris Olympics: Follow USA TODAY’s coverage of the biggest names and stories of the Games.

At the women’s floor exercise final more than a week ago, Chiles’ score increased to 13.766 from 13.666 after her coach, Cecile Landi, appealed a deduction that she had received on one element, known as a tour jete full. The appeal, known as an ‘inquiry’ in gymnastics, wiped away the deduction, moved Chiles into third and knocked Ana Barbosu of Romania off the podium.

When the Romanian Gymnastics Federation filed its case with CAS, it was basically appealing the validity of Landi’s appeal, hoping that Chiles’ score would be reverted back to 13.666.

When CAS agreed, the International Gymnastics Federation (FIG) re-adjusted its order of finish for the event and the International Olympic Committee said it would be asking Chiles to return her medal so it could be reallocated to Barbosu.

What is a tour jete full?

Without getting too into the weeds, a tour jete is essentially a split leap − a gymnast doing the splits while rotating in mid-air. The question with Chiles’ tour jete is whether she rotated enough to receive the full difficulty score for it.

‘I was not confident (in the inquiry) but what do you have to lose?’ another one of Chiles’ coaches, Laurent Landi, said immediately after the end of the event. ‘… I was at the same angle as the judge and I felt (her tour jeté full) was way better than all the other meets that she’s done, so what the heck? We may as well try.’

What makes this inquiry so complicated?

In all likelihood, this controversy would not have arisen if Chiles hadn’t gone last of the eight competitors in the floor final. Her luck of the draw meant that whatever happened with her score would effectively decide who would win the bronze medal. (Rebeca Andrade of Brazil and American star Simone Biles had by this point locked up gold and silver, respectively.)

At any other point in the competition, the inquiry process is fairly straightforward. According to the technical rules published by the FIG, a coach can submit an inquiry into their gymnast’s score at any point before the next competitor’s score is shown. The exception: For the last gymnast in a rotation, the inquiry must be submitted within one minute ‘after the score is shown on the scoreboard.’

Who was keeping track of the official time?

According to FIG’s rules, it should’ve been someone on their judging panel.

‘The person designated to receive the verbal inquiry has to record the time of receiving it, either in writing or electronically, and this starts the procedure,’ FIG’s technical rules state.

FIG has not responded to messages from USA TODAY Sports seeking the identity of this designated person at the floor exercise final in Paris.

The lack of clarity on timing has led to dueling narratives from the Romanian Gymnastics Federation and USA Gymnastics. The Romanians claimed to CAS that the inquiry was submitted 64 seconds after Chiles’ score was shown, which is four seconds too late. The Americans said they have found new video evidence of Landi submitting the inquiry 47 seconds after the score was shown, which would be under the allotted time.

What happens next?

According to USA Gymnastics, CAS said it cannot reconsider its ruling, even with the existence of the new evidence. Instead, USAG and the U.S. Olympic and Paralympic Committee have said they plan to challenge that CAS decision by filing an appeal with the Swiss Federal Tribunal, which is the highest court in Switzerland.

In a statement issued Tuesday, CAS explained, in part: ”The CAS confirms that once the final decision is notified to the parties concerned, the case cannot be reopened at the CAS level. The evidence concerning the correctness of the official time when the “Inquiry” was submitted … was discussed at the hearing and the parties had ample opportunities to present their arguments and objections in this regard. If new evidence (i.e. objectively unknown at the time of the CAS hearing) appears after the issuance of the CAS decision, it would be possible to ask the Swiss Federal Tribunal to order that the case be reopened. The CAS would also reopen the case spontaneously if all parties agree.”

The Swiss Federal Tribunal usually only intervenes in CAS decisions in cases where there has been a blatant procedural issue, so it is unclear what the Americans will argue, specifically, or whether their efforts will succeed.

It is also immediately unclear whether Chiles will hold on to her medal while the appeal process unfolds.

Who has the final call on whether Chiles keeps her bronze medal?

Even days later, it’s still not totally clear. And the FIG and IOC are pointing at one another. A FIG spokesperson wrote in an email Saturday that ‘medal reallocation is the responsibility of the IOC.’ Then an IOC spokesperson wrote in an email Monday that ‘it is the International Federations (IFs) which establish the results of the competitions’ and ‘the medal allocation is based on results.’

In practical terms, the final decision would likely come down to the Swiss Federal Tribunal, should an appeal be formally filed there.

For what it’s worth: According to the CAS ruling, the Romanian Gymnastics Federation had not specifically asked that Chiles lose her medal. It asked CAS to place three gymnasts − Chiles, Barbosu and another Romanian gymnast, Sabrina Maneca-Voinea − in third place. (Maneca-Voinea and Barbosu both scored 13.700, but Barbosu won the tiebreaker, which is a higher execution score.)

Hunter Biden reportedly sought assistance from the U.S. government for a lucrative energy project in Italy when President Biden was serving as vice president, highlighting allegations that he used his father’s political standing as leverage for his foreign business interests.

The younger Biden wrote at least one letter to the U.S. ambassador to Italy in 2016 seeking assistance for the Ukrainian gas company Burisma, where he was a board member, according to newly released records and interviews cited by the New York Times.

The response was lukewarm, as officials were somewhat hesitant to help with a request from the son of a sitting vice president on behalf of a foreign company.

‘This is a Ukrainian company and, purely to protect ourselves, U.S.G. should not be actively advocating with the government of Italy without the company going through the D.O.C. Advocacy Center,’ an official wrote.

The acronyms refer to the United States government and a Department of Commerce program that supports American companies that seek business with foreign governments.

‘I want to be careful about promising too much,’ wrote a Commerce Department official based in the U.S. Embassy in Rome who responded.

Hunter Biden asked several people if they could arrange an introduction between Burisma and the president of the Tuscany region of Italy, where Burisma was pursuing a geothermal project, Abbe Lowell, Biden’s lawyer, said.

He said no meeting had occurred.

‘No meeting occurred, no project materialized, no request for anything in the U.S. was ever sought and only an introduction in Italy was requested,’

In a statement to the Times, Lowell said the outreach by Biden was a ‘proper request.’

President Biden wasn’t aware that his son reached out to the U.S. Embassy in Italy on behalf of Burisma when he was vice president, the White House said.

Hunter Biden has not been charged with violating the Foreign Agents Registration Act, or FARA, which requires people to disclose when they lobby the U.S. government on behalf of foreign interests.

The State Department announced that it had approved $20 billion in arms sales to Israel as the region continues to spiral towards a wider war in the Middle East.

The advance includes a myriad of weapons such as fighter jets and equipment worth nearly $19 billion, tank cartridges valued at $774 million, explosive mortar cartridges valued at over $60 million and army vehicles worth $583 million, the Pentagon said in a statement.

‘The United States is committed to the security of Israel, and it is vital to U.S. national interests to assist Israel to develop and maintain a strong and ready self-defense capability. This proposed sale is consistent with those objectives,’ the State Department said.

In a statement, Israeli Minister of Defense Yoav Gallant thanked the U.S. for allowing Israel to maintain a ‘qualitative military edge in the region.’

‘Thank you to Secretary of Defense Austin and Secretary of State Blinken for advancing critical force buildup initiatives that assist Israel in developing and maintaining its qualitative military edge in the region,’ he posted on X. ‘This includes incorporating F-15IAs into the IAF fleet of fighter aircraft, and providing critical munition to ensure Israel’s capabilities and security.’

‘As we fight to defend Israel on 7 different fronts, your message of support and commitment to Israel’s security are clear,’ he said.

The impending sale comes as regional tension hurtles towards a breaking point.

Regional sources told Fox News chief foreign correspondent Trey Yingst on Monday that they are concerned Iran and its proxies could attack Israel within the next 24 hours in retaliation for the killing of Hamas political leader Ismail Haniyeh in Tehran late last month.

On Monday, the Lebanon-based terrorist group Hezbollah launched 30 rockets into northern Israel, although no casualties were reported, according to the Israeli Defense Forces (IDF).

‘Following sirens that sounded a short while ago in northern Israel, approximately 30 projectiles were identified crossing from Lebanon toward the area of Kabri, a number of which fell in open areas,’ an IDF spokesman said.

The $20 billion in arms sales are not expected to be delivered to Israel soon, with the sales expected to secure the nation’s resources long-term.

President Biden repeated a claim he had been fact-checked for in the past, telling an audience on Tuesday that he traveled 17,000 miles with Chinese President Xi Jinping.

‘I spent a lot of time with Xi Jinping,’ he said during his remarks at an event touting the Biden ‘Cancer Moonshot’ initiative in New Orleans, Louisiana.

‘I spent over 80 hours with him alone. Over 17,000 miles in China, anywhere in Tibet, near Tibet.’

He described telling the Chinese president that ‘possibility’ is the one word that can define America, tying his analogy to the Cancer Moonshot initiative.

Biden’s claim that he has traveled more than 17,000 miles with Xi has previously been fact-checked and considered primarily inaccurate, however.

He has made the claim many times over several years and was fact-checked by the Washington Post in 2021. ‘Try as we could, however, we still could not get the travel to add up to 17,000 miles,’ wrote the publication.

Biden was given three pinocchios for his claim.

According to the Post, this number of pinocchios means there is ‘significant factual error and/or obvious contradictions.’ It is comparable to a rating of ‘mostly false.’

The White House did not immediately respond to inquiries from Fox News Digital.

Biden announced $150 million in ARPA-H awards to develop technologies that will allow surgeons to provide more successful tumor-removal surgeries for people facing cancer at the event in New Orleans.

After having dropped out of the 2024 presidential race last month and endorsing Vice President Kamala Harris to succeed him, Biden is now reportedly focusing on the causes that are most personal for him in his remaining months as president.

Cancer research is of ‘immense importance’ to the president, an aide told CNN.

Hall was being booked by Avon Police as of 10:45 a.m. According to a police spokesman, he would then be taken to Avon Lake Municipal Court for an arraignment.

The Browns issued a statement saying they were aware of the incident and gathering more information.

According to the police reports, the Lorain County 911 dispatch contacted the Avon police at approximately 10:01 p.m. Monday to state that police assistance was needed at a residence before the call was cut off. Avon police dispatch called back to the residence, reported to be the home of the mother of Hall’s child, and spoke with a woman who said Hall ‘had pushed her daughter (name redacted) and struck her with a baby bottle.’

Hall, according to the report, had ‘left the residence in a Dodge TRX and was likely headed to the Residence Inn in Middleburg Heights.’

All things Browns: Latest Cleveland Browns news, schedule, roster, stats, injury updates and more.

The report states that altercation between Hall and his fiancee began earlier in the day around an argument involving the ‘financial needs’ for her daughter, who is not Hall’s biological child. It escalated when she refused to unlock her phone so Hall could look at messages between her and the daughter’s biological father.

According to the report, Hall ‘began yelling at (name redacted), shouting profanities,’ which was described by her as ‘insane.’ He continued to ‘go back and forth between the kitchen and their bedroom,’ the report states, ‘gathering (name redacted’s) belongings and throwing them outside’ while also demanding that ‘she leave.’

Hall then, according to the report, ‘attempted to physically force her out by pushing her from behind toward the front door.’ When she sat down against the front door to ‘prevent (Hall) from pushing her outside,’ the report states, Hall ‘grabbed (name redacted) by the feet and dragged her on her back across the porch and down to the end of the driveway,’ which scraped her arms against the concrete.

The two re-entered the house, with Hall, according to the report, renewing his ‘verbal assault.’ As she ran toward a first-floor bedroom, Hall ‘pursued her, and upon reaching the room, he pushed (name redacted) into the door, causing damage to the door frame.’

Hall, the report indicates, began tossing the daughter’s belongings outside. He also re-iterated the threat to his fiancee, ‘forcibly pushed here up the stairs to their bedroom,’ where he would eventually ‘punch a hole in the bedroom door out of frustration’ and she sought shelter in the bedroom closet.

The incident escalated when Hall ‘retrieved one of his two handguns,’ according to the report. The exact model was identified as ‘either a .40 caliber Glock 23 or a 9mm Smith & Wesson M&P Shield.’

Hall, the report states, ‘pressed the firearm against her temple and threated, ‘I will (expletive) end it all. I don’t care.’

The two women fled outside of the house, where they contacted the police. Hall then, according to the report, ‘locked the women out of the residence and fled the scene in his vehicle.’

The reporting officer stated in the report that they ‘observed several indicators of a physical altercation.’ That included a damaged bedroom door frame and a hole in a bedroom door. Two handguns, identified as ‘a Glock and a Smith & Wesson,’ were ‘lying on the mattress in the game room.’

Hall, who turned 21 on June 13, was the Browns’ first pick in last April’s NFL draft. The ex-Buckeye was taken in the second round, at pick No. 54.

Injuries to the Browns’ defensive tackles had opened up an opportunity in training camp for Hall to get more playing time than some had expected. He played 29 snaps in the Browns’ preseason opener against the Green Bay Packers, 45% of the Browns’ defensive snaps, while recording one assisted tackle.

The St. Louis Blues tendered offer sheets to a pair of Edmonton Oilers, defenseman Philip Broberg and forward Dylan Holloway, Blues general manager Doug Armstrong said Tuesday.

Both players are restricted free agents.

The Oilers have an Aug. 20 deadline to match the offers. If they don’t, they will receive draft picks as compensation from the Blues.

Broberg’s offer is for two years, $9.16 million and would require a second-round pick going to the Oilers should they decline to match it. Holloway, offered two years and $4.58 million, would return a third-round pick.

Toward that end, the Blues completed a trade with the Pittsburgh Penguins to start lining up the required picks.

The Blues sent their 2026 second-round pick and the Ottawa Senators’ 2025 third-round selection to the Penguins for a 2025 second-round pick and a 2026 fifth-round selection from Pittsburgh.

That 2025 second-rounder originally belonged to the Blues, who dealt it to the Penguins for forward Kevin Hayes on June 29.

The Oilers selected Broberg with the No. 8 overall selection in the 2019 draft, and the 23-year-old has played in 81 regular-season games, tallying two goals and 11 assists. He also appeared in 20 playoff games.

Holloway was the No. 14 overall pick of the 2020 draft and has appeared in 89 regular-season games, recording nine goals and nine assists. In 25 games in the 2024 Stanley Cup playoffs, Holloway, 22, scored seven points (five goals, two assists).

Vice President Harris appears to be singing a different tune when it comes to ensuring ‘Medicare-for-all,’ compared to when she ran for president in 2019.

A campaign official told Fox News senior White House correspondent Peter Doocy that Harris will not push the subject of single-payer or ‘Medicare-for-all’ this go around, as she seeks her first term as commander-in-chief.

In 2019, Fox News spoke to Harris in the hallways of Capitol Hill, asking about her plans for providing health care.

‘How important is it to your health care plan to get rid of private insurance companies? Because there is some confusion about that,’ Doocy asked Harris on Jan. 30, 2019.

‘I’m glad you asked. Yeah. So, the bottom line and the most important is that everyone have access to health care,’ Harris said. ‘That is the goal. That is the purpose for me supporting the policy of ‘Medicare-for-all.’

‘If Congress votes in a way that reflects the values and desires of the American people, then Congress will vote for a policy that gives everyone access to health care,’ she later said.

On July 29, 2019, Harris published a piece on her campaign website about her plan to provide ‘Medicare-for-all.’

She wrote, ‘There is perhaps no more complicated or more personal issue for Americans than health care.’ Harris also wrote that the American health care system is ‘a patchwork of plans, providers and costs’ that frustrates people and leaves them powerless against the insurance companies in charge.

Her proposed solution was to provide ‘Medicare-for-all’ because ‘Medicare works’ and ‘it’s popular.’

”Medicare-for-all’ will cover all medically necessary services, including emergency room visits, doctor visits, vision, dental, hearing aids, mental health, and substance-use disorder treatment, and comprehensive reproductive health care services,’ Harris wrote. ‘It will also allow the Secretary of Health and Human Services to negotiate for lower prescription drug prices.’

But her plan in July was different from what she proposed in January that year, because it would allow private insurers to offer Medicare plans to their clients.

In an interview with The Hill in October 2019, Harris said she knew she would be called ‘a flip-flopper’ after she backed away from her initial support of ‘Medicare-for-all,’ and developed her own health care plan.

Her plan in January 2019 called on eliminating private insurance. Then in July 2019, she chose to include a role for private insurance companies to privately administer Medicare plans, though under strict rules.

Even in 2017, Harris backed a single-payer plan proposed by Sen. Bernie Sanders, I-Vt.

Harris told constituents at a town hall in Oakland on Aug. 30, 2017, that she planned to co-sponsor Sanders’ forthcoming ‘Medicare-for-all’ bill, explaining that it was ‘just the right thing to do.’

‘It’s not just about what is morally and ethically right. It also makes sense from a fiscal standpoint,’ Harris said at the time.

Harris had previously stated that she supported the single-payer system as a ‘concept,’ but that lawmakers needed to ‘work out the details.’ Her announcement to co-sponsor Sanders’ bill was the first time she had publicly supported a single-payer plan.

Under this European-style health care system, the government is solely responsible for covering health care costs. Sanders rolled out an earlier version of his proposal during the Democratic presidential primaries in 2016.

The plan was first estimated to cost $13.8 trillion over the first 10 years, but that ballooned to $32 trillion and required an average annual tax increase of $24,000 per household.
