JOHANNESBURG, South Africa – Legacy or lethargy? President Biden this week steps onto African soil for the first time in his presidency, in a visit to Angola seen by many as an attempt to leave a legacy. But China, analysts say, is threatening, through a decade of investment in Africa, to thwart the Biden administration’s aims to bring sweet memories in Africa of his time in the White House.

‘The headline on Biden’s legacy in Africa is likely to be ‘over-promised and under-delivered,’’ analyst Cameron Hudson told Fox News Digital. Hudson, director of African affairs at the National Security Council during the George W. Bush administration, and now senior fellow at the Center for Strategic and International Affairs, added, ‘Biden set high expectations that he would revamp relations with the continent, when instead his approach and results have not substantially differed from any of his predecessors.’

African analyst Cobus van Staden added his thoughts: ‘The Biden administration’s legacy in Africa is somewhat mixed.’ Van Staden is managing editor of the China-Global South Project, an organization that acts as a watchdog on Beijing’s actions and is a project contributor for the South African Institute of International Affairs.

‘While it (Biden’s administration) contrasted with the first Trump term in upgrading the optics and rhetoric of U.S. engagement, it remains unclear how many of the announced projects will be completed. Overall, Africa was included in Biden’s approach of coalition-building as a response to growing Chinese power. His term also saw the positioning of critical minerals as a key U.S. strategic priority. However, so far this hasn’t translated to many gains on the African side,’ he said.

Speaking at a special State Department briefing on Biden’s Angola trip, Dr. Frances Brown, special assistant to the president and senior director for African affairs at the National Security Council, pushed back on criticism. Referring to the African leaders’ confab in 2022, he noted, ‘At that summit, we – the U.S. – pledged to invest $55 billion in Africa over three years. We are over-delivering on that thus far. Two years later, we’ve spent – we’ve invested more than 80% of that commitment.’

At another briefing, senior Biden administration officials noted that over ‘the past two years since the Africa Leaders Summit, the administration has had over 20 Cabinet level and senior officials travel to the continent,’ the senior official added, ‘I think this administration is about the totality of those visits and those initiatives, and we’re proud of our record on that front.’

Brown claimed last week that ‘billions of dollars have been mobilized’ in the Lobito Rail Corridor, a planned 800-mile railway that is central to Biden’s Angola visit – and his legacy. Brown claimed it is one of his ‘signature initiatives’.

The rail system will stretch from the Democratic Republic of Congo (DRC), and a point close to Zambia, to the port of Lobito, on Angola’s Atlantic seaboard. Washington is hoping that it can be used to transport critical raw materials (CRMs), such as cobalt and lithium, needed for the likes of electric vehicles, EV, batteries, and cut down transit time from the current 45 days to under a week.

‘The International Energy Agency (IEA) has estimated that between 2020 and 2040, demand for nickel and cobalt will increase by 20 times, for graphite 25 times, and for lithium more than 40 times,’ Dr. E.D. Wala Chabala wrote in a recent paper for the Africa Policy Research Institute.

Chabala, a former chairman of Zambia Railways and an economic policy consultant, added, ‘This projected surge in demand for CRMs has fueled great interest in the Lobito Corridor, and with it an inevitable scramble for access. The DRC, as the world’s largest producer of cobalt (estimates are consistently around 70% of global production), has found itself at the epicenter of this scramble, as has, by association, Zambia.’

But there’s a large panda in the room: China. Chabala pointed out ‘the targeted materials (CRMs) are mostly already locked in by China, and the Asians are leaders in EV technology.’

Chabala added, ‘Not only are the Chinese ubiquitously present on the African continent, but China is already far ahead in building supply chains for cobalt, lithium, and several other essential metals and minerals. And what is more, China is moving to take over the running of the TAZARA railway line, which runs from central Zambia to the port of Dar es Salaam on the Indian Ocean.’

‘The reality of the Lobito Corridor development is that it may be coming too late in the day. What is more, there is a proposed route, shorter by some 500 km, to the east between Lubumbashi and Dar es Salaam.’

‘The European Union (EU) and the U.S. are not currently leaders in EV technology. It is reported that almost 90% of cell component manufacturing, the most significant step in the battery value chain, is undertaken in Asia,’ Chabala said.

Van Staden told Fox News Digital, ‘The viability of the rail corridor partially depends on external factors. It will compete with the TAZARA rail line between Zambia and Tanzania, which will be upgraded by Chinese companies over the next few years. There will likely be pressure from the African side to connect the two lines, because that would realize a long-held goal to connect the Atlantic and Indian Ocean coasts.’

‘The U.S. has no choice but to seek access to critical minerals in Africa, as many of these are crucial components to the kind of high-tech manufacturing that the U.S. is trying to remain competitive in,’ Hudson told Fox News Digital, adding, ‘We simply cannot afford to cede that territory to China, nor is it too late to try to claw back our influence in this sector.’

‘More importantly, there is an opening to do so because Africans want diversity in their economic partnerships. Just as we are wary of China cornering the market on critical minerals in certain countries, so too are those countries worried about being so beholden to Chinese interests.’

Hudson continued, ‘The Lobito project is really a proof of concept that the U.S. can and should be undertaking the kind of large-scale commercial infrastructure projects similar to what China has been doing on the continent for decades.  Importantly, it is a recognition that we have heard the calls from African leaders that they want a relationship that is based on ’trade not aid.’’

Chabala told Fox News Digital this week that another factor working against U.S. interests is that the Chinese are involved in ownership of the mines producing CRMs in the DRC. ‘They own 80% of the largest cobalt producer in Congo, they are heavily involved in the EV battery value chain, with the bulk of the value chain activities being undertaken in Asia, and they are currently the number one global producer of EVs (the Chinese auto manufacturer BYD),’ he said.

He added, ‘The long-term strategy of the EU and U.S. ought to be to invest and establish strong counterweight economies, so much so that the impact and consequences of the Chinese economic dynamics are counterbalanced. The African continent has 1.4 billion people, 60% below the age of 24, with a landmass of more than 30 million square kilometers (over 11 million square miles).’

‘This is double the population of the EU and U.S., and almost double their landmasses. The quantities of materials on the African continent and the potential they represent for the global economy are astounding. This represents [an] unfathomable potential for establishing industries on the continent, not only to counterweight the Chinese economy, but to lock in a future market for all the top brands of EU and U.S. businesses. The mind boggles that the EU and U.S. have not embarked on pursuing this strategy, decades ago.’

Van Staden noted, ‘Chinese actors make up less than 10% of all the mining done on the continent and there is space for more engagement from many stakeholders, as long as that happens on African terms.’

Hudson concluded that, with his new administration, President-elect ‘Trump needs to be paying attention, treating Africans as equal partners, not talking down to them, and recognizing that they have choices. If we want Africa to choose us, then it will be through the attractiveness of our offer and not as a result of pressure.’

Leave it to Josh Allen to one-up himself a few days after getting engaged.

Two days after Allen popped the question to singer and actress Hailee Steinfeld, he scored an all-time, highlight-reel touchdown against the San Francisco 49ers on ‘Sunday Night Football.’

With six minutes left in the third quarter, the 28-year-old quarterback for the Buffalo Bills threw a pass to his left to wide receiver Amari Cooper. Cooper immediately got wrapped up by a few 49ers defenders and struggled for a moment before lateraling the ball back to Allen.

The dual-threat gunslinger took the lateral at the 49ers’ 9-yard line, charged forward and dove for the pylon at the front-left corner of the end zone for a touchdown.

The play gave Allen his second touchdown pass of the game. Thanks to his heroics off of Cooper’s lateral, it was also considered a receiving touchdown. The touchdown extended the Bills’ lead to 28-3 late in the third quarter on a snowy night in Buffalo.

Ravens fans openly voicing their disdain for a franchise favorite – one of the best players at his position in the history of the sport – would have been inconceivable at the start of the season. But fair or not, in a game decided by five points, Tucker left seven points on the board.

The 2024 campaign has been that type of nightmare for Tucker.

“As simply as I can put it, I missed the kicks. And I’ll leave it at that,’ Tucker told reporters after the game. ‘I just left the points out there. Feel like I cost us this one. But it doesn’t really do anybody any good to dwell on it.”

Tucker is now 19-for-27 on the season; he had never missed more than seven field goals in a year (2015) prior to this season.

All things Ravens: Latest Baltimore Ravens news, schedule, roster, stats, injury updates and more.

On Sunday, Tucker missed an extra point that banged off the left upright and would have given the Ravens a 10-0 lead. He proceeded to miss from 47 (wide left) and 53 yards (wide right) out, respectively, to keep the Ravens trailing once Philadelphia took the lead. He was good from 34 and 50 yards in the first half.

Baltimore head coach John Harbaugh said the team had no designs of moving on from Tucker. After the kicker’s second missed field goal, Harbaugh – a former Eagles special teams coordinator – approached Tucker on the team’s bench and offered a hug.

‘He’ll be the first to tell you that he needs to make kicks,’ Harbaugh said. ‘I just think if you look at Justin Tucker’s history, he’s capable of doing that.’

In 2022, Tucker was second-team All-Pro and made 37 of 43 attempts, with five of those misses from more than 50 yards. But this season, he missed in each of Baltimore’s first three games to set the tone for what has been a frustrating season. The five-time All-Pro was 1-for-3 in a two-point loss to the Pittsburgh Steelers two weeks ago.

“The only thing that we can do – that I can do – is continue to work, move forward, take it one kick at a time. I hate that I’ve had to have this same conversation over the course of this season, but that’s something that comes with the territory in this job description. The kicks are either good or they’re not. Today, I did not do a good enough job to help our team with the football game.”

The first seven misses of the season for Tucker (including Sunday) went wide left.

‘The adjustment is pretty clear,’ Tucker told reporters last month. ‘I just need to make it a point not to let the ball carry to the left. So that’s something that we’re going to continue working on in practice.’

Tucker said Sunday the emotions were “raw” for him in the immediate aftermath of the loss.

“It’s crushing,” he said, “but at the end of the day, my feelings don’t really matter. What matters is getting back to work and doing everything I can to help this football team.”

Rivalry Week in college football produced its fair share of upsets and wild finishes, resulting in some notable changes in the US LBM Coaches Poll.

Oregon remains the unanimous No. 1 team. The Ducks handled border rival Washington and head into the Big Ten title game with a clean slate. Texas is now the unanimous choice at No. 2, picked second behind the Ducks on all 53 ballots after the Longhorns won at Texas A&M along with Ohio State’s loss to Michigan. The Buckeyes tumbled six spots to No. 8 after their fourth consecutive defeat to their rival kept them from the Big Ten title game.

Penn State, which inherits a spot opposite Oregon in the Big Ten finale, moves up to No. 3. Notre Dame climbs to fourth with Georgia, set for a rematch with Texas, rounds out the top five. No. 6 Tennessee and No. 7 SMU come next. Indiana is ninth, and Boise State moves into the top 10.

TOP 25: Complete US LBM Coaches Poll rankings after Week 14

UP AND DOWN: Winners and losers from Week 14 in college football

The next few spots will be the subjects of considerable debate in the coming week, especially when the playoff committee reveals its own set of rankings Tuesday night. For now, the voters in the coaches poll place Alabama at No. 11 followed by South Carolina, and demote Miami to No. 14 after a loss at Syracuse knocked the Hurricanes out of the ACC title game. No. 13 Arizona State and No. 16 Iowa State will square off for the Big 12 title, while No. 17 Clemson falls five positions after losing to South Carolina but still gets a crack at SMU for the ACC championship.

Colorado rejoins the poll at No. 22 but didn’t get the help it needed to play for the Big 12 crown. No. 25 Syracuse also moves in. Tulane and Texas A&M drop out.

Mike Tomlin and the Pittsburgh Steelers continue to prove there’s an opportunity for consistency in the NFL, which is constantly changing and evolving.

Tomlin has provided a winning football culture within the franchise during his 18 years at the helm.

The Steelers improved to 9-3 on Sunday, following a 44-38 victory against the Cincinnati Bengals.

Here’s what you need to know about the Steelers’ winning ways:

NFL STATS CENTRAL: The latest NFL scores, schedules, odds, stats and more.

How many consecutive winning seasons have the Steelers had?

The Steelers tied an NFL record with their 21st non-losing season, including the last 18 with Tomlin, after the win on Sunday.

Tomlin’s 18-year winning run, which started in 2007, is now four seasons longer of a streak than any other start to a head coach’s career. He’s had at least 10 seasons with double-digit victories during that time.

Tomlin trails Bill Belichick’s 19 straight winning seasons with the New England Patriots, which is second only to former Dallas Cowboys coach Tom Landry.

Landry’s Cowboys are the only other team to accomplish 21 consecutive seasons of finishing at least .500 or better. The feat was achieved from 1965 to 1985.

Who was the coach when the Steelers’ streak started?

Bill Cowher spent 14 years as the head coach of the Steelers from 1992 to 2006. Cowher’s final three seasons from 2004 to 2006 started the winning season’s streak.

Jacksonville Jaguars quarterback Trevor Lawrence had good news to share on Sunday night.

‘Thank you to everyone who has reached out / been praying for me. I’m home and feeling better. Means a lot, thank you all (high five emoji),’ he wrote on social media website X.

Lawrence, 25, had to exit the Jaguars’ matchup with the Houston Texans late in the second quarter after taking a brutal hit to the head. The former No. 1 overall pick was sliding to end a 6-yard scramble when Texans linebacker Azeez Al-Shaair dove toward his upper body.

Lawrence’s head hit the ground hard, and he received immediate medical attention from the Jaguars’ staff. They carted the quarterback off of the field, and he remained out of the game after he was diagnosed with a concussion.

All things Jaguars: Latest Jacksonville Jaguars news, schedule, roster, stats, injury updates and more.

The quarterback’s social media post on Sunday night was good news for his long-term outlook, though it remains to be seen whether he will be available for next week’s game against the Tennessee Titans.

Mac Jones filled in for Lawrence after the latter’s injury, and Jones would be in line to start in Week 14 if Lawrence remains sidelined.

The Jaguars are 2-10 and tied for the NFL’s worst record after their Week 13 loss to the Texans. They’ll play the Titans at 1 p.m. ET on Sunday, Dec. 8.

President-elect Trump reacted to President Biden’s surprise decision to pardon his son Hunter on Sunday.

Biden’s move to pardon – a decision he previously claimed he would not make – turned heads across the country. In a Truth Social post on Sunday night, Trump suggested that Biden should have pardoned Jan. 6 protesters.

‘Does the Pardon given by Joe to Hunter include the J-6 Hostages, who have now been imprisoned for years?’ Trump wrote. ‘Such an abuse and miscarriage of Justice!’

The Trump transition team also reacted to the pardon for Hunter Biden.

‘The failed witch hunts against President Trump have proven that the Democrat-controlled DOJ and other radical prosecutors are guilty of weaponizing the justice system,’ Trump’s incoming White House communications chief Steven Cheung said in a statement to Fox News.

‘That system of justice must be fixed and due process must be restored for all Americans, which is exactly what President Trump will do as he returns to the White House with an overwhelming mandate from the American people.’

Earlier on Sunday, Biden accused Republicans of unfair treatment and claimed Hunter was ‘treated differently’ by prosecutors. Hunter Biden was convicted of three felony firearm offenses in a Delaware trial earlier this year, and then pleaded guilty to multiple felony tax offenses in September.

‘From the day I took office, I said I would not interfere with the Justice Department’s decision-making, and I kept my word even as I have watched my son being selectively, and unfairly, prosecuted,’ the president’s statement read.

‘Without aggravating factors like use in a crime, multiple purchases, or buying a weapon as a straw purchaser, people are almost never brought to trial on felony charges solely for how they filled out a gun form,’ he continued. ‘Those who were late paying their taxes because of serious addictions, but paid them back subsequently with interest and penalties, are typically given non-criminal resolutions.’

Biden also evoked Hunter’s battle with substance abuse and asked Americans to ‘understand why a father and a President would come to this decision.’

‘There has been an effort to break Hunter – who has been five and a half years sober, even in the face of unrelenting attacks and selective prosecution,’ the president continued. ‘In trying to break Hunter, they’ve tried to break me – and there’s no reason to believe it will stop here. Enough is enough.’

Biden had previously denied any intent to pardon his son after Hunter was convicted earlier this year.

‘I am not going to do anything,’ Biden said after the conviction. ‘I will abide by the jury’s decision.’

Trump previously told Fox News correspondent Bill Melugin that, if elected, he ‘wouldn’t do anything that would be overt’ regarding Hunter Biden’s cases, calling the first son’s legal woes ‘a sad situation.’

‘I’ll bet you the father probably pardons him,’ the Republican remarked. ‘Let’s see what happens. But he’s a bad boy.’

Geno Smith got the last laugh in his first game as a starter versus the New York Jets at MetLife Stadium.

Smith and the Seattle Seahawks beat the Jets 26-21 to improve to 7-5 on the season. The loss dropped the Jets to 3-9 and put them even closer to being eliminated from playoff contention.

After the victory, Smith took a subtle shot on social media in the form of a picture.

The Jets drafted Smith in the second round of 2013 NFL draft out of West Virginia. Smith had four down years in the Big Apple, posting 28 touchdowns and 36 interceptions with a 12-18 record as starter.

Smith has since revilatized his career in Seattle after becoming the full-time starter in 2022. He won NFL Comeback Player of the Year in 2022 and has been invited to two Pro Bowls as the Seahawks’ starting QB. He entered Week 13 first in the NFC in completions and passing yards.

The Big Ten issued fines to both Michigan and Ohio State on Sunday following a brawl that broke out between both teams after the Wolverines’ 13-10 upset win over the Buckeyes on Saturday afternoon.

The conference handed $100,000 fines to both schools and said it will add no further comment on the situation in its announcement.

‘The Big Ten Conference has determined that the actions of both teams following the Michigan-Ohio State football game on Saturday, November 30, 2024, violated the Big Ten Sportsmanship Policy,’ the announcement read. ‘Not only did the actions of both teams violate fundamental elements of sportsmanship such as respect and civility, the nature of the incident also jeopardized the safety of participants and bystanders.’

Michigan players attempted to plant a block M flag at midfield at Ohio Stadium after the road win — which Michigan entered as the biggest betting underdogs in The Game’s history — which caused a skirmish between numerous players on both teams. Multiple players and team members were sprayed with mace as police attempted to diffuse the situation.

Frustrations mounted for the Buckeyes, as they lost their fourth straight game against archrival Michigan. The Wolverines certainly didn’t help the situation, either, by evoking Ohio State after attempting to plant a Michigan flag at midfield.

‘I don’t know all the details of it, but I know these guys are looking to put a flag on our field and our guys weren’t going to let that happen,’ Ohio State coach Ryan Day said after the game. ‘I’ll find out exactly what happened. But this is our field and certainly we’re embarrassed of the fact that we lost the game, but there’s some prideful guys in this team that weren’t going to just let that happen.’

All things considered, it’ll certainly be a version of ‘The Game’ that will be forever remembered.

The Buffalo Bills receiver seemingly isn’t worried about the cold, especially as over a foot of snow is dumped on the region. Hollins, who has been famous on TikTok for his ‘Mack’s Maintenance Challenge’ videos, is one of the more interesting NFL characters.

From helping you fix various appliances around the home to defying Mother Nature’s wrath, Hollins does it all.

Doing his best snow miser meets mad scientist impression, Hollins arrived in style for ‘Sunday Night Football’ in Week 13. Here’s a look at his look and why he opted to pass on the shoes.

Mack Hollins barefoot

Hollins donned some all-white attire for this evening’s prime time affair against the 49ers. Without socks or shoes, the receiver walked through the shoveled parking lot, although the pavement was likely freezing.

NFL STATS CENTRAL: The latest NFL scores, schedules, odds, stats and more.

Regardless, a little cold weather wasn’t going to stop him from getting a point across. Appearing like a mad scientist, Hollins waltzed into Highmark Stadium, embracing the elements. The look is a familiar one if you follow Hollins on TikTok, as he spent the month of November doing one science experiment a day.

Despite the piles of snow, icy ground and more, Hollins demonstrated that sometimes it really is mind over matter. A little snow wasn’t going to stop the receiver from continuing his signature trend.

Why is Mack Hollins barefoot?

In a world where no shoes often means no service, Hollins beats to his own drum.

He’s been asked about it plenty over the years, suggesting that it shouldn’t be seen as an odd thing to do.

‘It’s been great for me,’ Hollins said in an interview. ‘Everybody should be barefoot – you don’t see people walking around in mittens. If you don’t use your fingers, you don’t have the dexterity to use them – same thing with your feet and your toes and your ankles. [Going barefoot] has definitely helped me with my take offs, my get offs because I feel like I can grip the ground better.’

Hollins, who dealt with injuries throughout his career, credits his barefoot approach for helping him overcome it.

‘Shoes are a tool,’ he said during training camp. ‘You wouldn’t walk around with a hammer just because you might nail something every once in a while. Why walk around in shoes just because you might step on something every once in a while?’

It’s safe to say that if shoes weren’t a required part of the NFL uniform, he’d probably pass on them too. For now, he’ll just have to settle for his ‘Free the Feet’ shirt that he wears for warmups.

Mack Hollins stats

Despite his feet being restricted in cleats, it hasn’t stopped Hollins from making plays. He’s been a timely contributor for Buffalo in 2024. Through 11 games, he’s scored three touchdowns, one off his career high. The receiver has collected 18-of-31 targets for 224 yards.
