Washington, D.C.’s attorney general sued Amazon on Wednesday, accusing the company of covertly depriving residents in certain ZIP codes in the nation’s capital from access to Prime’s high-speed delivery.

The lawsuit from AG Brian Schwalb alleges that, since 2022, Amazon has “secretly excluded” two “historically underserved” D.C. ZIP codes from its expedited delivery service while charging Prime members living there the full subscription price. Amazon’s Prime membership program costs $139 a year and includes perks like two-day shipping and access to streaming content.

“Amazon is charging tens of thousands of hard-working Ward 7 and 8 residents for an expedited delivery service it promises but does not provide,” Schwalb said in a statement. “While Amazon has every right to make operational changes, it cannot covertly decide that a dollar in one zip code is worth less than a dollar in another.”

Amazon spokesperson Steve Kelly said in a statement it’s “categorically false” that its business practices are “discriminatory or deceptive.”

“We want to be able to deliver as fast as we possibly can to every zip code across the country, however, at the same time we must put the safety of delivery drivers first,” Kelly said in a statement. “In the zip codes in question, there have been specific and targeted acts against drivers delivering Amazon packages. We made the deliberate choice to adjust our operations, including delivery routes and times, for the sole reason of protecting the safety of drivers.”

Kelly said Amazon has offered to work with the AG’s office on efforts “to reduce crime and improve safety in these areas.”

In June 2022, Amazon allegedly stopped using its own delivery trucks to shuttle packages in the ZIP codes 20019 and 20020 based on concerns over driver safety, the suit states. In place of its in-house delivery network, the company relied on outside carriers like UPS and the U.S. Postal Service to make deliveries, according to the complaint, which was filed in D.C. Superior Court.

The decision caused residents in those ZIP codes to experience “significantly longer delivery times than their neighbors in other District ZIP codes, despite paying the exact same membership price for Prime,” the lawsuit says.

Data from the AG shows that before Amazon instituted the change, more than 72% of Prime packages in the two ZIP codes were delivered within two days of checkout. That number dropped to as low as 24% following the move, while two-day delivery rates across the district increased to 74%.

Amazon has faced prior complaints of disparities in its Prime program. In 2016, the company said it would expand access to same-day delivery in cities including Atlanta, Chicago, Dallas and Washington, after a Bloomberg investigation found Black residents were “about half as likely” to be eligible for same-day delivery as white residents.

The ZIP codes in Schwalb’s complaint are in areas with large Black populations, according to 2022 Census data based on its American Community Survey.

The Federal Trade Commission also sued Amazon in June 2023, accusing the company of tricking consumers into signing up for Prime and “sabotaging” their attempts to cancel by employing so-called dark patterns, or deceptive design tactics meant to steer users toward a specific choice. Amazon said the complaint was “false on the facts and the law.” The case is set to go to trial in June 2025.

According to Scwalb’s complaint, Amazon never communicated the delivery exclusion to Prime members in the area. When consumers in the affected ZIP codes complained to Amazon about slower delivery speeds, the company said it was due to circumstances outside its control, the suit says.

The lawsuit accuses Amazon of violating the district’s consumer protection laws. It also asks the court to “put an end to Amazon’s deceptive conduct,” as well as for damages and penalties.

To get packages to customers’ doorsteps, Amazon uses a combination of its own contracted delivery companies, usually distinguishable by Amazon-branded cargo vans, as well as carriers like USPS, UPS and FedEx, and a network of gig workers who make deliveries from their own vehicles as part of its Flex program.

Amazon has rapidly expanded its in-house logistics army in recent years as it looks to speed up deliveries from two days to one day or even a few hours. In July, the company said it recorded its “fastest Prime delivery speeds ever” in the first half of the year, delivering more than 5 billion items within a day.

In relying on its own workforce, Amazon has assumed greater control over its delivery operations.

In his complaint, Schwalb cites an internal company policy that says Amazon may choose to exclude certain areas from being served by its in-house delivery network if a driver experiences “violence, intimidation or harassment.” The company relies on UPS or USPS to deliver packages in excluded areas.

The final rosters for the 4 Nations Face-Off international tournament were unveiled on Wednesday as the NHL prepares for its first best-on-best tournament since the 2016 World Cup of Hockey.

The United States, Canada, Finland and Sweden announced their initial six players in June and there has been plenty of speculation since about who would make the final cut. The rest of the 23-player teams (20 skaters, three goaltenders) were announced in two phases.

First up were Sweden and Finland, followed by the USA and Canada.

All of the players named had to have been on NHL rosters as of Monday. Here is who has been named to the February tournament (listed alphabetically):

USA 4 Nations Face-Off roster

Initial six players

F Jack Eichel, Vegas Golden Knights
F Auston Matthews, Toronto Maple Leafs
F Matthew Tkachuk, Florida Panthers
D Adam Fox, New York Rangers
D Quinn Hughes, Vancouver Canucks
D Charlie McAvoy, Boston Bruins

Rest of the roster

F Matt Boldy, Minnesota Wild
F Kyle Connor, Winnipeg Jets
F Jake Guentzel, Tampa Bay Lightning
F Jack Hughes, New Jersey Devils
F Chris Kreider, New York Rangers
F Dylan Larkin, Detroit Red Wings
F J.T. Miller, Vancouver Canucks
F Brock Nelson, New York Islanders
F Brady Tkachuk, Ottawa Senators
F Vincent Trocheck, New York Rangers
D Brock Faber, Minnesota Wild
D Noah Hanifin, Vegas Golden Knights
D Jaccob Slavin, Carolina Hurricanes
D Zach Werenski, Columbus Blue Jackets
G Connor Hellebuyck, Winnipeg Jets
G Jake Oettinger, Dallas Stars
G Jeremy Swayman, Boston Bruins

Analysis

Goaltending is a strength with two-time Vezina Trophy winner Hellebuyck, Oettinger reaching the Western Conference final for two consecutive years and Swayman having a .933 save percentage in the 2024 playoffs. They’ll be playing behind a strong defense that features former Norris Trophy winners Quinn Hughes and Fox and a good mix of two-way players.

The forward group is strong, too. Matthews had 69 goals last season, Eichel is fourth in the NHL in points this season and Jack Hughes is 10th. Connor is a six-time 30-goal scorer on pace for 40 this season. In addition to the Hughes brothers, the Tkachuk brothers also are on the team. Guentzel complements stars well. Though the Rangers are struggling recently, Trocheck and power-play specialist Kreider made the team. So did Miller, who’s taking a personal leave of absence from the Canucks.

Canada 4 Nations Face-Off roster

Initial six players

F Sidney Crosby, Pittsburgh Penguins
F Nathan MacKinnon, Colorado Avalanche
F Brad Marchand, Boston Bruins
F Connor McDavid, Edmonton Oilers
F Brayden Point, Tampa Bay Lightning
D Cale Makar, Colorado Avalanche

Rest of the roster

F Sam Bennett, Florida Panthers
F Anthony Cirelli, Tampa Bay Lightning
F Brandon Hagel, Tampa Bay Lightning
F Seth Jarvis, Carolina Hurricanes
F Travis Konecny, Philadelphia Flyers
F Mitch Marner, Toronto Maple Leafs
F Sam Reinhart, Florida Panthers
F Mark Stone, Vegas Golden Knights
D Josh Morrissey, Winnipeg Jets
D Colton Parayko, St. Louis Blues
D Alex Pietrangelo, Vegas Golden Knights
D Travis Sanheim, Philadelphia Flyers
D Shea Theodore, Vegas Golden Knights
D Devon Toews, Colorado Avalanche
G Jordan Binnington, St. Louis Blues
G Adin Hill, Vegas Golden Knights
G Sam Montembeault, Montreal Canadiens

Analysis

Canada will be a favorite, especially with tons of offense (McDavid, MacKinnon, Reinhart, Makar, Crosby, etc.), depth down the middle and snarly players (Marchand, Bennett). The defense is mobile and Parayko is 6-6. Plenty of familiarity: Makar and Toews are Avalanche defensive partners and Cirelli and Hagel are Lightning linemates. Point, Cirelli and Hagel play on the Tampa Bay power play. The goaltending might be considered a weakness, but Binnington and Hill have won Stanley Cup titles.

Finland 4 Nations Face-Off roster

Initial six players

F Sebastian Aho, Carolina Hurricanes
F Aleksander Barkov, Florida Panthers
F Mikko Rantanen, Colorado Avalanche
D Miro Heiskanen, Dallas Stars
D Esa Lindell, Stars
G Juuse Saros, Nashville Predators

Rest of the roster

F Joel Armia, Montreal Canadiens
F Mikael Granlund, San Jose Sharks
F Erik Haula, New Jersey Devils
F Roope Hintz, Dallas Stars
F Kaapo Kakko, New York Rangers
F Artturi Lehkonen, Colorado Avalanche
F Anton Lundell, Florida Panthers
F Patrik Laine, Montreal Canadiens
F Eetu Luostarinen, Florida Panthers
F Teuvo Teravainen, Chicago Blackhawks
D Jani Hakanpaa, Toronto Maple Leafs
D Niko Mikkola, Florida Panthers
D Olli Maatta, Utah Hockey Club
D Rasmus Ristolainen, Philadelphia Flyers
D Juuso Valimaki, Utah Hockey Club
G Kevin Lankinen, Vancouver Canucks
G Ukko-Pekka Luukkonen, Buffalo Sabres

Analysis

It’s a strong, two-way team, led by Panthers captain Barkov, who has won the Selke Trophy twice as the NHL’s top defensive forward. There’s plenty of offense with Rantanen, Aho, Hintz, Granlund, Teravainen and Laine. The defense, outside of Heiskanen, lacks the big names from other countries but will be solid enough. Saros is probably the No. 1 goalie based on reputation, but Lankinen and Luukkonen have nearly similar statistics. Lankinen has been impressive filling in for an injured Thatcher Demko in Vancouver.

There is also built-in chemistry because the Panthers bring in four players and the Stars have three. Rantanen and Lehkonen are linemates in Colorado.

Sweden 4 Nations Face-Off roster

Initial six players

F Filip Forsberg, Nashville Predators
F William Nylander, Toronto Maple Leafs
F Mika Zibanejad, New York Rangers
D Gustav Forsling, Florida Panthers
D Victor Hedman, Tampa Bay Lightning
D Erik Karlsson, Pittsburgh Penguins

Rest of the roster

F Viktor Arvidsson, Edmonton Oilers
F Jesper Bratt, New Jersey Devils
F Leo Carlsson, Anaheim Ducks
F Joel Eriksson Ek, Minnesota Wild
F William Karlsson, Vegas Golden Knights
F Adrian Kempe, Los Angeles Kings
F Elias Lindholm, Boston Bruins
F Gustav Nyquist, Nashville Predators
F Elias Pettersson, Vancouver Canucks
F Lucas Raymond, Detroit Red Wings
D Rasmus Andersson, Calgary Flames
D Jonas Brodin, Minnesota Wild
D Rasmus Dahlin, Buffalo Sabres
D Mattias Ekholm, Edmonton Oilers
G Filip Gustavsson, Minnesota Wild
G Jacob Markstrom, New Jersey Devils
G Linus Ullmark, Ottawa Senators

Analysis

Plenty of speed and scoring possibilities, with Bratt and Raymond among the NHL’s hottest players at the moment and Pettersson’s play picking up. Nylander has 15 goals and Kempe is a pure scorer. Eriksson Ek is used against other teams’ top centers and William Karlsson is a strong penalty killer. Originally named forwards Forsberg and Zibanejad are having down seasons, though they could change that in a short tournament.

The defense is dynamic, led by Hedman and Dahlin. Ekholm is steady on the blue line, though Erik Karlsson has struggled this season.

You can’t go wrong in net. Gustavsson is the best of the group this season, and he and Markstrom are tied with 12 wins. Ullmark’s numbers are down since being traded to Ottawa, but he’s a former Vezina Trophy winner.

President-elect Trump announced Wednesday he is nominating former Missouri Rep. Billy Long to serve as commissioner of the Internal Revenue Service (IRS) in his new administration.

In a statement released Wednesday, Trump called the former congressman ‘an extremely hard worker, and respected by all, especially by those who know him in Congress.’ The president-elect also referenced Long’s experience working as a tax adviser.

‘Billy brings 32 years of experience running his own businesses in Real Estate and, as one of the premier Auctioneers in the Country,’ the Republican leader wrote in a Truth Social post. ‘He then served 12 years in Congress, because he ‘felt it was important for his constituents to have a Representative who has signed the front of a check’!

‘Taxpayers and the wonderful employees of the IRS will love having Billy at the helm. He is the consummate ‘people person,’ well respected on both sides of the aisle. Congratulations Billy!’

Trump soon followed his announcement by naming former Sen. Kelly Loeffler, R-Ga., to head the Small Business Administration (SBA). The purpose of the SBA is to provide small businesses with access to resources such as loans, government contracts and business counseling.

‘Small Businesses are the backbone of our Great Economy. Kelly will bring her experience in business and Washington to reduce red tape, and unleash opportunity for our Small Businesses to grow, innovate, and thrive,’ Trump’s Truth Social post said. ‘She will focus on ensuring that SBA is accountable to Taxpayers by cracking down on waste, fraud, and regulatory overreach.’

Trump called Loeffler, a longtime ally and a co-chair of his inaugural committee, a ‘tremendous fighter’ and cited her success in business.

‘Prior to her tenure in the U.S. Senate, Kelly built a 25-year career in financial services and technology,’ Trump’s statement said. ‘Along with her amazing husband, Jeff, she helped build a Fortune 500 company from 100 employees to over 10,000, as Executive VP. She and Jeff also helped me secure the Big Election Win in Georgia!’

In the first two years of Trump’s first administration, the SBA was led by Linda McMahon, who resigned in 2019. Trump tapped McMahon, the former CEO of WWE, to serve as secretary of education in November.

Shortly after announcing Long and Loeffler, Trump announced he had picked Fiserv CEO Frank Bisignano to head the Social Security Administration.

‘Frank is a business leader, with a tremendous track record of transforming large corporations. He will be responsible to deliver on the Agency’s commitment to the American People for generations to come!’ Trump said in the announcement on Wednesday evening.

Bisignano previously was the CEO of First Data, the COO of JPMorgan Chase, as well as senior positions at Citigroup.

‘Fiserv Corporation, the world’s largest payments and financial technology company that touches almost every American household each day. He has a long career leading financial services institutions through great transformation,’ Trump said. Frank previously served as Co-Chief Operating Officer of JPMorgan Chase & Co. Prior to JPMorgan Chase & Co., he held senior positions at Citigroup, including Chief Administrative Officer during 9/11, where he had responsibility for 16,000 employees in Lower Manhattan.’

The Ravens have suspended Johnson for one game for conduct detrimental to the team, the team announced Wednesday.

“We have made the difficult decision to suspend Diontae Johnson for our upcoming game against the New York Giants for conduct detrimental to the team,” Ravens general manager Eric DeCosta said in a statement. “Diontae’s suspension stems from refusing to enter our game against the Philadelphia Eagles. We will have no further comments on this matter going forward.”

The Ravens have a Week 14 bye, so Johnson will be suspended for the club’s Week 15 tilt at New York.

Johnson has played a total of 39 snaps with the Ravens since Baltimore acquired him in an Oct. 29 trade with the Carolina Panthers. The wideout didn’t log a snap Week 13 versus Eagles, the game in which he refused to enter, according to the Ravens.

NFL STATS CENTRAL: The latest NFL scores, schedules, odds, stats and more.

The sixth-year wide receiver has just one catch for six yards since joining the Ravens.

Johnson spent his first five years with the Pittsburgh Steelers. After he wore out his welcome in Pittsburgh, the Steelers traded him to the Panthers in March 2024.

The 28-year-old wide receiver has 422 receptions, 4,726 receiving yards and 28 touchdowns in 88 career games.

Johnson’s first game off suspension will be ironically against his former team, the Steelers, in Week 16.

Jacksonville Jaguars quarterback Trevor Lawrence suffered a concussion after he was hit late while sliding by Houston Texans linebacker Azeez Al-Shaair in the first half of their Week 13 meeting.

The Jaguars announced Wednesday that they placed Lawrence on IR. Coach Doug Pederson had previously revealed that Lawrence wasn’t expected to practice Wednesday.

The fourth-year quarterback will now be rendered inactive for at least four games. NFL Network’s Ian Rapoport reports that Lawrence’s season ‘is almost certainly over’ in the wake of his concussion.

Here’s what to know about Lawrence’s injury and how long it will sideline him.

NFL STATS CENTRAL: The latest NFL scores, schedules, odds, stats and more.

Trevor Lawrence injury update

Lawrence suffered a concussion on a 6-yard scramble in the Jaguars’ 23-20 loss to the Texans in Week 13. He was sliding to the ground when Al-Shaair came in over the top and made forcible contact to his head.

Lawrence appeared to be knocked out by the hit and went into the fencing position, a sign of a brain injury. A brawl ensued after the hit, and both Al-Shaair and Jaguars defensive back Jarrian Jones were ejected from the game. Al-Shaair also received a three-game suspension for the hit.

Meanwhile, Lawrence was carted off the field and did not return after being diagnosed with a concussion.

Lawrence posted an update to social media following the game, saying he was ‘home and feeling better.’

However, during his postgame news conference, Pederson didn’t commit to Lawrence playing again in 2024. He said the team would ‘make a smart choice’ about the 25-year-old and noted that ‘where we are as a team’ would play a role in Jacksonville’s decision about him.

Lawrence is also dealing with a ‘significant AC joint injury’ in his left, non-throwing shoulder, per Rapoport. He is ‘expected to have surgery’ to repair that injury, which will end his season.

That, plus the concussion, ultimately led the 2-10 Jaguars to place Lawrence on IR on Wednesday. He will have four full weeks to recover and likely much longer.

How long is Trevor Lawrence out?

Lawrence is out for the next four weeks at a minimum. That makes the Jaguars’ Week 18 game against the Indianapolis Colts the earliest potential return date for the former No. 1 pick.

However, given the report that Lawrence is planning to have surgery to repair his injured left shoulder in the coming weeks, his season appears to be definitively over.

The Jaguars are not playing for anything – save for the No. 1 pick in the 2024 NFL draft – for the duration of the season. As such, shelving Lawrence will allow the Jaguars to evaluate their quarterback depth while ensuring their top quarterback has extra time to get healthy and prepare for the 2025 NFL season.

Who is the Jaguars’ backup quarterback?

Jones has a career record of 18-26 as a starter and has completed 65.8% of his passes for 9,430 yards, 48 touchdowns and 39 interceptions. He was selected by the New England Patriots in the first round of the 2021 NFL draft, 14 selections after Lawrence, and will be a free agent after the season.

As such, Jones’ extended starting stretch will allow the Jaguars to evaluate whether they should retain the Jacksonville native as Lawrence’s backup or consider another option behind their $275 million man.

Jaguars QB depth chart

After the Lawrence injury, the Jaguars have three healthy quarterbacks on their roster: two on the 53-man roster and one on the practice squad.

Mac Jones
C.J. Beathard
John Wolford

Beathard was a third-round selection by the San Francisco 49ers in the 2017 NFL draft. The 31-year-old has a 3-10 record in 13 career starts while completing 60.4% of his passes for 3,886 yards, 19 touchdowns and 14 interceptions.

Wolford, 29, was signed as an undrafted free agent by the New York Jets in 2018. He played in the AAF before landing a job with the Los Angeles Rams in 2019. He is 2-2 in four starts and has completed 58.7% of his passes for 626 yards, one touchdown and five interceptions.

The ultra-conservative House Freedom Caucus is calling on Republican leaders to reject President Biden’s $98.4 billion disaster aid request.

In an official position staked out by the GOP group on Wednesday evening, lawmakers are demanding a slimmed-down package covering what is ‘absolutely necessary,’ to be offset with spending cuts elsewhere.

‘Congress should not pass a whopping $100 billion unpaid disaster supplemental funding bill — that Democrats will use to cement their own unrelated priorities — in the waning days of Democrat control in Washington right before Republicans take control of the White House and both Chambers,’ the House Freedom Caucus statement read.

‘The House should consider only what is absolutely necessary right now to provide critical relief to hurricane victims and farmers, and pay for it with offsets from wasteful spending elsewhere in the government, then wait for President Trump to take office to better manage disaster relief.’

It comes as both House and Senate lawmakers negotiate over how large the disaster aid package should be, and whether it should be attached to an end-of-year federal funding bill that’s critical to avoiding a partial government shutdown during the holiday season.

More than 100 people were killed in North Carolina alone when Helene barreled into the Southeastern U.S. in late September.

Hurricane Milton, another deadly storm, hit Florida and Georgia roughly a week later.

Sen. Thom Tillis, R-N.C., told ‘Your World’ host Neil Cavuto that a $100 billion disaster aid package may be necessary.

‘I believe that we need that disaster supplemental at about $100 billion. There’s nearly an estimate of $50 billion in North Carolina alone,’ Tillis said. ‘It’s going to take years to recover and we shouldn’t be playing games with people’s lives.’

But some fiscal conservatives have balked at the prospect of granting the mammoth-sized federal request without cutting costs elsewhere.

They’ve argued that granting the Democratic administration’s request for such a hefty package would be a reckless move that would further balloon the national debt.

‘I’m not going to vote for $100 billion unpaid for. Zero chance,’ Freedom Caucus Policy Chair Rep. Chip Roy, R-Texas, told Fox News Digital last month.

Rep. Chuck Edwards, R-N.C., who is not a member of the Freedom Caucus and whose district was hit hard by Helene, told Fox News Digital that he was in touch with House leaders about a disaster aid bill but said details were still being crafted.

Meanwhile Congressional leaders are expected to negotiate on a continuing resolution (CR), a short-term extension of the current government funding levels, by the Dec. 20 partial shutdown deadline.

‘We’re looking at a couple of different options,’ Edwards said on Wednesday morning. ‘It may be attached to the CR, it may run parallel to the CR, but it’s very much being constructed right now.’

Asked about Biden’s requested total, he said, ‘It’s still being built. We’ve got pretty much the bones established, we’re just trying to determine proportionately, how much money we spend in each of the various areas.’

Speaker Mike Johnson, R-La., who discussed disaster aid and government funding with the House Freedom Caucus on Tuesday evening, gave little insight into his plans during his weekly press conference.

‘It’s serious, serious damage. But the initial request was $116.5 billion. And what we’re doing right now is the important, methodical job that the House has, to go through really line by line and assess those requests and make sure that they all are actually tied to disaster and not superfluous items and issues that are included,’ Johnson said.

Entering Week 14, two NFL teams – the Kansas City Chiefs and Buffalo Bills – have secured playoff spots. By the end of the weekend, three more franchises can join the postseason field.

The Detroit Lions, Minnesota Vikings and Philadelphia Eagles all have clinching scenarios on tap, with the Lions having the earliest and most straightforward chance to wrap up a berth with a win or tie Thursday night against the Green Bay Packers. Even if they lose, though, Detroit could still find seal a spot with several different combinations that depend on other NFC teams failing to gain ground. The Vikings (hosting the Atlanta Falcons) and Eagles (home against the Carolina Panthers) each need to not only grab a win or tie against their respective opponents but also receive help elsewhere. And the Chiefs, meanwhile, can extend the second-longest divisional reign in NFL history by sealing their ninth consecutive AFC West title.

Here are all the possible playoff outcomes this week.

Just one more week in the college football regular season remains and it appears the playoff picture is getting clearer after the ranking release by the committee Tuesday.

Ohio State appears in line to host a first-round game after the Buckeyes were slotted in at No. 6 ahead of Tennessee. Miami, meanwhile, fell behind No. 11 Alabama after its loss to Syracuse and appears out of at-large consideration.

With committee chairman Warde Manuel appearing to confirm that teams not playing this weekend wouldn’t have their ranking change, that means the major drama centers around whether a loss by No. 8 SMU to Clemson in the ACC title game would move the Mustangs behind Alabama for the final at-large spot in the field.

As some teams await their playoff fates, others are dealing with coaching changes. North Carolina, West Virginia, Purdue and Central Florida are the Power Four schools with vacancies. Who could be top candidates?

Looking ahead to the weekend’s nine conference championship games, there will be top-five matchups in the Big Ten and SEC. The Big 12 will settle its entry into the playoff, while the Mountain West likely determines the Group of Five participant. Who will emerge victorious this weekend?

Dan Wolken and Paul Myerberg of USA TODAY Sports discuss these topics and more in this week’s version of the College Football Fix.
